Biography
Frank's professional career has been devoted almost exclusively to the areas of employment law and education law. In his employment law practice, Frank has litigated and/or resolved claims alleging unlawful discrimination, sexual harassment, wrongful termination, wage and contract disputes, civil rights claims and other issues pertaining to employment statutes. He negotiates severance and employment agreements, and provides guidance on personnel and human resource issues. His practice includes collective bargaining negotiation and labor arbitration. His employment law clients include both management and employees.
Frank additionally practices in the area of education law, serving schools, students and parents. He has represented schools, both as solicitor and as counsel specially engaged in personnel, student discipline or special education matters. He has represented parents and families throughout the mid-state on special education and student discipline matters.
Frank is admitted to practice before the Supreme Court of Pennsylvania, the United States District Court for the Middle District of Pennsylvania, the United States Court of Appeals for the Third Circuit, and the Supreme Court of the United States. He has also litigated cases before many state and federal administrative agencies including the Pennsylvania Labor Relations Board, the Unemployment Compensation Board of Review, the Workers Compensation Appeal Board, the State Civil Service Commission, the Pennsylvania Human Relations Commission, and the Equal Employment Opportunity Commission.
Frank received a Juris Doctor degree from the Dickinson School of Law in 1981. He earned a Bachelor of Arts degree in Economics from Villanova University in 1978.
He is a member of the Pennsylvania Bar Association and the National Employment Lawyers Association. Frank volunteers for various charitable, educational and religious organizations in the Harrisburg area. He enjoys playing golf, watching sports and spending time with his wife and two daughters.
